Budget Chinese New Year

I'm looking for a low budget CNY vacation. Rustic is great but must be a clean place, prefer either beautiful beaches with great snorkeling and maybe some kids activities, bonfire on the beach kind of thing, or someplace cultural like Burma. (Angkor wat was great but don't want to do it again.) Also being American, with kids, want someplace where people aren't trying to kill me because of my skin color or religion (so Bali is out for me). I mean like $3000 HKD or less per p. total for several days trip. Suggestions? Ideas on where to go, where to stay, how to get there, what activities to do, on that budget?

Get budget flights to Phuket or Bangkok.
Phuket- The Bay Hotel is a budget traveller's choice but you can have access to their 5* sister hotel's facilities.

Bangkok or Hua Hin ( a beach resort which is 1.5 hrs by taxi from BKK airport).

Go to Vietnam, if you check the fare during any holiday period. They remain low, not like any other places...
