i need a "wiper" and "windows onecare"

i usually use "killdisk" to wipe my system or entire hd. but killdisk only offers a "free" bootable floppy. or i mean you can create a free "killdisk" with a floppy (diskette). pro comes as a bootable cd or maybe you can only create a cd also. can someone tell me of a nother free wiper that doesn't need a floppy or cd. so in other words is there a wiper program i can install and boot directly from my system or other partitions? or perhaps a usb?

can someone also tell me how to get windows "onecare" in chinese? prefereably mandarin (simplified)? if simplified isn't available i'll give cantonese (hK) or traditional (taiwanese) a shot. or even japanese.
