Open it in MSPAINT
- Press Ctrl-W
- Change the horizontal and vertical % to 50% and OK it.
- Repeat this until your image is fully visible on the screen.
- Save it
The image will now be much smaller.

Changing compression rate and changing size aren't really the same thing. Your original question was on compression. A lot of graphics images are already compressed and it's tough to get them any smaller with a Winzip like utility. Your success will depend on the format you use. The best approach is to save as a different format. PNG gives good compression ratio whereas BMP does not.JPEG And GIF should give similar rates of compression and file size for like images.
