HK Health care for visiting mother-in-law

My mother-in-law, a Thai national, will be frequent visitor in Hong Kong during the course of our assignment here. Her health coverage in Thailand does not cover her in other countries. We've looked at local coverage plans for expats and found the prices exorbitant. We are thinking of using the public health care system and paying as we go but were wondering if (a) she would be eligible, and (b) how do we start the process if she should suddenly need a doctor. Has anyone had experience navigating the Department of Health clinic and hospital system? Also, can anyone recommend a good, reasonably priced family practice physician on HK island?
