Are you a man or woman, global warming? For women (like me), it's a particularly distressing situation and I've noticed that it seems to affect a surprisingly large proportion of us in Hong Kong.
Hair loss can be down to hormonal or nutritional issues, so it might be worth you eliminating these as possible causes by way of tests that your GP can arrange for you. In your case, as you suffer from dandruff, it could be fungal.
There are prescribed topical treatments that can slow down the hair loss process in some cases, but these work best on men and are not recommended for women with a compromised liver function.
Do a search on Medical (and maybe Women Only) and maybe you will get a lead from the info on hair loss already posted. But I can tell you I have seen various dermatologists in Hong Kong (some very expensive) and no one has come up with a solution, although I have had all the hormone and vitamin & mineral deficiency etc. tests, which were all within normal parameters and therefore not thought to be the cause. So, at a cost of several thousand dollars, no one has come up with a clinical diagnosis for me and it's been fobbed off as a combination of my age (46, and this started a few years ago) and stress.
Unfortunately, I do not know of any trichologists in Hong Kong. As a next step, what would be useful to me is if there was someone willing to examine the health of my hair follicles and take a sample of my scalp skin for analysis, but no joy so far. For moment I've kind of given up... However, hopefully your problem can be sorted, and quickly. Good luck!

Okay, I'll forgive you for being one! Seriously, you should investigate if the (possibly fungal?) condition of your scalp has created a hostile environment in which your hair follicles cannot thrive.
Do you use an anti-fungal shampoo such as Nizoral? If not, try it for a while as it is supposed to be be effective and should clear the dandruff at least.
Gentle head massages to stimulate the scalp may be beneficial too.
btw, I'm sorry I can't recommend a hair-loss specialist, but if you Google 'hair loss' and read up on Rogaine and other brands that contains minoxidil and/or propecia, which are the active ingredients that make hair regrow and appear to be very successful for men, then maybe you could get a prescription from your GP.
One last thing to think about: Are you absolutely sure it is not hereditary? I understand baldness can skip generations, and sometimes one son will lose his hair whereas his brothers won't. Sorry - that probably wasn't too comforting, but maybe if you know it's inevitable and natural then you will be able to come to terms with it.

thanks for your reply. Yes definately its not hereditary. I will try Nizoral, should I buy Rogaine and just use it. or I should see hair-loss specialist first. I am just concern about the cost and effectiveness of speciallist.

Many males in their 40s in Canada these days shave their heads instead of worrying about their hair. It's the 'cool' thing to do!
Just giving you another idea.
cheers from Ruth
