It seems you have been neglecting yourself for sometime. There is no quick fix unfortunately, no magic formula.
Just do as Kmom suggests and walk up stairs instead of using lift or escalator.
Stop getting Taxi's; walk to the train/bus.
Go for a hike on your day off.
Stop drinking beer.
Don't eat too near bedtime.
Stop eating junk food/snacks;eat more fruit instead.
It's not rocket science, just use up more calories than you put in!!!

Belly fat is often the most difficult to lose (trust me...I know form experience :-)
However, the age old advise of eat less, exercise more, stay away from too many fats and carbs in indeed true, so make a commitment to doing those things.
Get lots of aerboic exercise (running, walking, biking, etc.) and finally, the stomach IS a muscle, so any kind of exercises such as sit ups or crunches can help firm and tone the muscle underneath...but diet and exercise are the first order of business to getting rid of the fat.
I'm in the same boat....it just requires good self discipline, but it CAN be done! Hang in there!
Also, drink tons of water and get enough fiber. Eliminates bloat.

The best way is exercise and and discipline as stated above. Otherwise there are alternatives check out this blog http://viruz.com/ for some info on that.

Unfortunately if you're fat then you're fat all over, it is very rare to accumulate fat in only one area. It is more likely that you have severe bloating from food allergies( likely Gluten ) which may cause inflamation in the intestines. poor diet can also cause blockages and if you are not using the toilet at least 3times every two days then it is a likely cause. Try seeing a nutrtionist or testing for food intollerances. Good luck
