If anyone can give me some answer to the following:
1.In what currency does expat get paid? (US or VND)
2.Can expat open a US dollar account in local banks or foreign banks located locally?
3.Are fringe benefits counted against your gross income?
4.Apartment to stay in?
5.Places to avoid?
#1 - Usually expats are paid in intl currency (US$ or Euros). #1b - Check on tax status - GVN is cracking down on payment of local taxes, so if your are not explicitly exempt you will be liable to local taxes, see item #0
#2 - It is possible to open local accounts, but it is probably more secure to have your account in your home country and use a bank card to withdraw funds - that is what my spouse and I do with our respective financial arrangements. See item #1b

#4 - I am in Ha Noi, so don't know HCMC - but do a simple internet search and you should find some initial information; hook up with a real estate/rental agent (before you arrive - i.e. check internet) and they can make your life a lot easier
#5 - common sense seems like a good place to start from, and explore from there

Income tax structure is ever fluid. I was at a meeting on Friday where there was discussion of personal income tax. Someone mentioned a newsletter by Earnst & Young (I believe), the accounting firm, made reference to tax law changes.
