IT jobs in HCMC

Does anyone know how the IT industry is doing in HCMC at the moment? Is there a lot of offshoring going on there like in India? And how easy would it be for a competent foreigner to get a job over there?

From what I have read the govt of Vietnam has a serious IT push on and I have seen some info about how some MNC's are hiring companies in Nam to outsource some of their development. Nowhere near the level of India but still there is a burdgeoing IT industry happening.

As for foreigners finding work there I am sure there are jobs but I would assume that you would have to have some project management type skills to be able to guide local programmers. If you were entry level then you'd be competing with locals for jobs and salaries... dont know the market but I doubt you'd earn over US$500/month...
