Rights of Viet-Kieu

Does anyone know the rights of a Vietnamese citizen once they have left to work and live abroad? I mean, can they later return to Vietnam to live and work? I understand from a few people that they need to get a Visa just to return to their own country!!! And they are treated badly by the government. If anyone can give me some more information about this I would be very grateful.

As far as I know, Viet-Kieus are not treated badly by the VN Govt. but they do need to obtain a Visa before entering back to VN because they're foreigners holding int' passports. Sorts of Viet-Kieu now could apply for a P.R. in Vietnam too. I know some Vietkieus who hold int' passports but still keeping their VN passports in order to return to VN as Vietnamese. Is anyone experienced that?
