want to employ local vietnamese

I am working in Thailand and have some business in Saigon.
I would need to employ a local Vietnamese to assist me to carry inspections in my suppliers' factories.
I would train him/her, what i need is somebody who speaks just a little bit of English and would be willing to go to the factories double checking the quality when needed and report to me.
Can anyone suggest me where to report (job center/universities/etc.) to find candidates?

Hi Mary,
A couple of options are to advertise in the daily english newspaper Viet News - obviously cost is involved - contact them at vns@fmail.vnn.vn
or
place an advert on
www.vietnamonline.com which is free.
Maybe contact these employment agencies as I think they all have resumes available:

www.vietnamcareers.com
www.firstalliances.net

thanks for your reply.
for the time being i am only searching for a vietnamese with very basic knowledge of english.
experience in wood industries would be a plus.
we do not plan to set up any office or so, we would pay him/her cash monthly.
he/she would be assigned to go to factories whenever needed to look around, and double check the products according to our quality standards.

i forgot to add.
thanks bj for your links but the duties are more relevant to workers, not white collars.
Thus salary would be more of vietnamese standards too.
Location: ho chi minh city.
