I would like to know how easy/difficult it is to save money whilst living in Vietnam HCMC. Lets take a salary of $US 10 000 per month.

Why dont you set up an offshore account and try to hide from taxes. Probably best you get a tax accountant or lawyer in HCM they can help you with your strategy.
