There are many good, reasonably priced restaurants. Pho 2000 is good (Pho 24 have health / hygene issues in their central kitchen on Hai Ba Trung - my husbands office overlooks the top floor kitchen that runs 24 hours daily).
Com Ga Cali, 248 Pasteur, Q3 (just above Vau Thi Sau) - very good service and quality food. ANother very special place is Bistro 48 / Tien An 48, 48 Le Thi Reng - superb service coupled with fine foods and even wine - all for a very moderate price.
At Ben Thanh Market, on the right - rear corner, after 18.00H you will find SaiGon Quan which has a delectible BBQ in foil whole fish for around USD$3 - vegetables extra.
HCMC has food inspectors so this type of outside food (restaurant) is clean and prepared in hygenic conditions.
When you get fed up with noodles there is always KFC!
