I am relocating to Hanoi for one year August; I need to find a place to stay at a reasonable price (reasonable for my budget is US$500 to US$600 a month. Ideally should be somewhere fairly central <ie, close to or in Old Quarter>. Should be big enough for two people. ANY HELP OR ADVICE MUCH APPRECIATED!!!

You should be able to line up a place for that. In/near the old quarter may be tough. When you hit town check the various bulletin boards (Western Canned Foods, L's, etc.) and see what is available.
Accommodation in VN is subject to police approval - and the government also sets the minimum rent - after all Foreigners are mobile ATM's. You 'lease' will be as long as your visa.
You might be better off moving into a hotel (OK rooms with breakfast can be had for USD$10 / day in a standard hotel) for a few weeks and looking for accommodation.
Get a Vinaphone prepaid service so you have communications.
