visitor's visa to training visa

I am in the process of being sponsored for a training visa in HK with an american passport. Since I need to buy ticket soon and not sure how long this process will take, I need to know if the visa does not come in, can I still get into HK and wait for my training visa to be finalized and then start working? I am thinking this should be legal since US passport holders dont need visas to visit. Any advice is appreciated. thanks
